HDR’s Skinner, Whelpley Named to IRWA Board

HDR's Right of Way Manager Denise Skinner, SR/WA, PMP, has been named president of the International Right of Way Association, where she is working to advance the organization and the industry it serves, and to elevate HDR's visibility within the right of way profession. 

Skinner was featured in a cover story for the July/August 2024 issue of Right of Way magazine, In the article, “Collaboration and Inspiration," she shares how she first became involved in the right of way industry, what inspired her to become a leader of IRWA and her priorities while serving as IRWA president.

With more than 30 years of right of way experience, Skinner is one of two HDR employees who serve on IRWA’s board of directors. Cyndi Whelpley, SR/WA, real estate services project manager at HDR, joins Skinner on the board as treasurer. Whelpley received IRWA’s Frank C. Balfour Professional of the Year Award in 2023.
