Transportation is such a vital element of our lives and the fabric of our communities, and we owe it to our children and grandchildren to make sure that transportation infrastructure and services have future-ready funding mechanisms in place such as tolling, managed lanes, congestion pricing and road user charging.
Melissa is a national transportation leader with a decorated career in developing and implementing business strategies to solve some of the biggest industry challenges facing departments of transportation and municipal partners. As the leader of our highways and roads practice for the eastern U.S., she integrates her leadership experience with the latest industry methods and solutions, including public-private partnerships, digital delivery and road user charging, to help clients advance the state of their practices.
She has more than 36 years of infrastructure design, engineering and project level management experience in policy development, budget management and administering contracts and programs. Her career includes serving as executive deputy secretary for the Pennsylvania Department of Transportation, where she led a team of more than 11,000 and showcased a proven ability to manage change and direction setting. She has contributed to future-focused projects that explore sustainable transportation funding and alternative funding mechanisms. This understanding allows Melissa to see challenges from a client perspective and deliver projects and programs that not only solve the problem at hand but do so in a way that fits within their organization and is sustainable.
Melissa regularly shares her experience through various platforms, including industry conferences as a thought leader and transportation infrastructure expert. She’s active with WTS, Road Usage Charge America and various committees of the American Association of State Highway and Transportation Officials.
