Water Quality Lead
David leads our water quality and regulatory support team in Missouri and Kansas. Since the early 2000s, he has been involved in every significant water quality policy and regulation in Missouri. He has successfully partnered with municipal clients to address some of the most complicated and contentious Clean Water Act compliance-related issues in Region 7. These include a variety of wastewater and stormwater National Pollutant Discharge Elimination System permitting issues.
With a background in stream ecology, limnology and public policy, David brings a diverse skill set that facilitates a holistic One Water understanding of the chemical, biological and socioeconomic impacts that new permit requirements and regulations could have on municipal systems and ratepayers.
He has recently helped implement proactive strategies for several Missouri and Kansas clients through the development of integrated management plans. These plans identify and prioritize long-term investment strategies that allow utilities to affordably meet regulatory requirements and make important wastewater and stormwater improvements.
