Tolling and Alternative Revenue Lead
As leader of our tolling and alternative revenue solutions practice, Andrew supports agencies in finding solutions to replace the declining value of the fuel tax, primarily though tolling and mileage-based user fees. He specializes in developing revenue collection policies, procurement of system integrators, implementation of tolling systems, modifications of existing systems and operations. With comprehensive, end-to-end experience in tolling projects, he always has the end goal in mind, thinking ahead to anticipate challenges and opportunities for the agencies he serves.
Often consulting as an owner's representative, Andrew has expertise in a wide range of tolling specialties, including congestion pricing, back-office tolling operations, transportation economics, cost-benefit evaluation, legislation, federal tolling programs and tolling policy. During his career he has also served as a design engineer, construction inspector and project manager, providing him a holistic perspective on the full life cycle of roadway project development and delivery.
Andrew has over 17 years of experience in the public and private sectors of the transit, highway, and tolling industry and is an alumnus of the International Bridge Tunnel and Turnpike Association Leadership Academy. He is a regular presenter at transportation and tolling conferences and is recognized as a subject matter expert throughout the industry.
