Tolling Operations Manager
With more than 20 years of experience in the transportation industry, Andrew leads our team of professionals who specialize in deploying and operating tolling and traffic enforcement technology to generate revenue, improve safety and reduce congestion. Andrew and his team often work as an owner’s representative, providing preliminary design, policy, cost and revenue forecasts, technology procurement, and deployment oversight services.
His experience includes roadside and back-office tolling systems, parking systems, transit fare collection and automated traffic enforcement. During his career, he has held leadership roles in over 30 projects across 15 states. Andrew has also worked in the public sector as a highway design engineer, construction inspector and project manager. This experience, along with end-to-end toll system deployment and operations, has provided him with a holistic perspective on the full life cycle of project development and delivery. He seamlessly bridges the gap between engineering, policy and construction, always having the end goal in mind to anticipate and plan for challenges and opportunities.
Andrew is a professional engineer and an alumnus of the International Bridge Tunnel and Turnpike Association Leadership Academy. He’s currently leading an HDR fellowship research effort on toll system performance. He is a regular presenter at transportation and tolling conferences and is recognized as a subject matter expert in tolling policy, equity, system deployment and operations.
