Carolina Crossroads Improvements Featured in ENR
Complex Rephasing Effort Continues Solutions for Most Congested Highway Intersection in South Carolina
HDR has long supported the South Carolina Department of Transportation’s important Carolina Crossroads program. The $2.1 billion effort will untangle the congested intersections of Interstates 20, 26 and 126 in Columbia. The complex work — the largest transportation project the state has ever undertaken — was recently featured in Engineering News-Record, with SCDOT and project leaders offering an update on the complex multiphased program.
We began our support of the program years ago as the prime consultant to complete alternatives development, environmental analysis and documentation. After the environmental stage our team has continued to support overall program delivery strategy, management, and implementation. Work on Phases 1 and 2 began in 2022. Our team has recently been helping reconfigure Phase 3 to mitigate significant utility and geotechnical risks, while reducing impacts to cost and schedule.
HDR Project Manager Ben Lewis shared with the magazine how we use a formal cost schedule risk analysis process to identify and monitor risks and discuss their potential cost and schedule impacts. “This is a three-day workshop we’ve conducted for the past four years, which has allowed us to control the cost as much as we can,” he said. “It’s been quite effective.”
