Leticia is a professional engineer with extensive expertise in asset portfolio management, facility operations, and strategic planning for recapitalisation and divestiture. As our federal market sector director, she supports clients across the U.S. and globally in optimising their facility investments.
With a strong focus on total cost of ownership, Leticia specialises in developing cost models and implementing advanced cost estimating methodologies. She has led facility assessments — analysing code compliance, capacity, and condition — and conducted cost analyses for diverse facility portfolios throughout their life cycle. Combining technical proficiency with strategic insight, she provides executive-level guidance in specialised cost studies, business case analyses, and earned value management. Through innovative methodologies and data-driven approaches, Leticia helps clients make informed, long-term investment decisions that enhance sustainability and operational efficiency.
She understands our clients' needs and unique process because, for over 20 years as a Navy Civil Engineer Corps Officer, she was in their seats. With a passion for staying connected to the military, she's currently supporting our defence clients with their new capital investment plans and helping prioritise future projects for the best return on their investments. She's an expert in suitability planning and compliance with executive orders.
Leticia is also a recognised industry contributor and leader through various publications and her involvement in organisations, including the Society of American Military Engineers and the Society of Women Engineers.
