Transportation Advisory Services Director
Janet works closely with our market and technical leaders to develop a holistic service offering for our clients involving business and financial management, infrastructure planning and design, asset management and operation, stakeholder engagement and more. She helps coordinate and identify opportunities for us to provide technical service capabilities and resources in support of our clients’ resiliency planning and enterprise-wide organizational health. Our goal is to help clients prepare for and address threats from natural disasters as well as potential impacts due to disruptor events.
Whether it’s a new sustainability plan, passenger rail extension or airport terminal, Janet helps our clients address challenges surrounding the development and design as well as the construction and management of infrastructure programs, including protections for vulnerability and resiliency.
Throughout her career, Janet has brought her expertise to many significant programs, including the Tucson Modern Streetcar Program, the Northern Indiana Commuter Transportation District West Lake Corridor and Double Track programs, and sustainability plans for Dallas Area Rapid Transit, the Charles Douglas International Airport, and the city of Corpus Christi, Texas, to name a few.
A first-generation Mexican-American, she advocates for connecting under-represented populations to programmatic transportation infrastructure. Her passion stems from her drive to build stronger communities.

Janet is an active member and leader in industry organizations, including Women’s Transportation Seminar, the American Public Transportation Association, the Conference of Minority Transportation Officials. She is also involved with her local Habitat for Humanity, food pantry, and was most recently on the Board of Directors for Greenroads International Foundation.
