How Ongoing Risk Management Benefits Complex Infrastructure Programs
Latest Experts Talk Interview Features Value Engineering and Risk Management Insights from Jose Theiler
Large, complex transportation programs have a huge number of unknowns that can disrupt early estimates and forecasts. Properly managing risk throughout a program can help owners make informed decisions to head off these unplanned changes. In the latest from HDR’s Experts Talk series, risk management and value engineering expert Jose Theiler, P.E., CVS, shares how regular analysis and management of risk throughout a program’s life helps keep transportation programs on budget and schedule.,
Theiler is HDR’s East region value engineering and risk management manager. His four decades of experience inform his expertise in leading teams to increase project and program value and performance. He has extensive experience on complex transportation projects and processes. Prior to joining HDR in 2015, Theiler co-led the development of the Florida Department of Transportation’s risk management program.
Theiler explains how a risk management approach benefits large infrastructure programs from initiation through delivery and how it can lead to positive culture change at agencies.
“When you look at risk from a programmatic perspective, you start leading a culture change as well,” Theiler said. “Agencies can learn not only how to manage their contingencies, but also how to create an organizational culture that proactively manages risk and fixes issues before they become major problems.”
