Special Operations Working Accommodation (SOWA) is a major Department of Defence investment to enhance the capabilities of Australia’s counter terrorist forces at Tobruk Lines, Holsworthy Barracks. HDR, in joint venture, was responsible for the design development and documentation of new and refurbished facilities at Tobruk Lines.

The overall concept design for SOWA is focused on maintaining a strong integrity, image and identity for the new precinct that maximises operational efficiency with the careful and rational location of user groups facilities. The design creates a strong “sense of place” with respect to the interaction of the user groups, whilst maximising quality of life by achieving an attractive working environment.

There is a strong integration of substantial landscaping creating carefully designed open spaces and movement corridors to improve visual legibility of establishments. The solution is cost effective yet energy efficient and is suitable for the climatic conditions and designed to achieve Ecologically Sustainable Development performance targets required by the Department of Defence.
