Jeff Massengill, P.E.
Ports & Maritime Director
Jeff leads our ports & maritime practice, drawing on more than three decades in the industry. Growing up on the east coast of Florida, Jeff knew early on he wanted to work on the water. And after graduating from Missouri University of Science & Technology in 1985, he worked with offshore structures before moving toward ports.
Outgoing and with a penchant for levity, Jeff’s leadership reflects his drive to help clients maximize infrastructure efficiencies and make the most of modern vessels — whether it means deploying deeper channels, more robust marine terminal facilities, larger intermodal yards or greater roadway capacity.
Jeff is a past board president for the American Council of Engineering Companies in Texas and current member of the Ports & Harbors Technical Committee for the American Society of Civil Engineers.
