Central Valley Flood Evaluation & Delineation Program - FloodSAFE Initiative
From 2008 to 2016, HDR provided strategic support for FloodSAFE California, an initiative to improve flood management throughout the State through a system-wide approach, while carrying out regional projects and enhancing core flood management programs. This requires evaluation of the flood control structure and formulation of system-wide flood protection programs.
HDR led the floodplain modeling of the Lower San Joaquin River, including support of the California Department of Water Resources’ initial outreach activities associated with the Central Valley Floodplain Evaluation and Delineation Project and for participation in various community and planning activities associated with the interrelationship between CVFED and other FloodSAFE Program projects.
We were also involved in the Central Valley Flood Protection Plan, two State-led Basin-Wide Feasibility Studies, and other program elements that continue implementation of the CVFPP.
We successfully managed this $35 million contract and developed a reputation for excellence, while being on time and on budget. Our completed task orders include project management and coordination; acquisition of aerial topographic data; outreach and FloodSAFE planning support; FloodSAFE integration and planning; post-processing of airborne topography data; Flood Insurance Map development support for the Federal Emergency Management Agency; data collection for existing structures; planning integration for CVFED scoping and flood management; bathymetry and field surveying in support of hydraulic development; secondary light detection and ranging post-processing in support of hydraulic development; hydraulic model layout; and 500-year floodplain evaluations and delineations outside of the State Flood Control Plan.
