Natalie Rouskov, P. Eng.
Canada Program Management Lead
“Successful program management is about seeing the big picture and responding to challenges with comprehensive solutions that address each interconnected task. HDR does that extraordinarily well, and I’m so pleased to work alongside passionate, engaged and collaborative teams every day to deliver some of our clients’ largest programs.”
Natalie brings nearly 20 years of engineering knowledge to her role as a major project and program manager. Based in the Greater Toronto Area, she has worked on multibillion-dollar highway and transit infrastructure projects, including complex highway expansion and rehabilitation, light rail expansions, subways and more. She has a comprehensive understanding of large-scale program needs, whether environmental, technical design, legal, commercial or more, allowing her to guide program teams to collaborative success expertly.
She is well versed in alternative project delivery methods, including public-private partnerships, progressive design-build and construction manager/general contractor models. Her career includes 10 years of work at the Ontario Ministry of Transportation and five years at a leading Canadian contractor managing the design of transit projects, providing her with a strong background in the methods and needs of public agencies and construction firms that she now applies in her role as consultant.
Since joining, she has applied her expertise as commercial advisor on a major section of the Ontario Line Subway and as a leader of the design work for a major bridge on the project. In addition to being active in industry organizations and serving as a mentor to younger members of staff, Natalie serves on the program advisory council for Toronto Metropolitan University’s civil engineering program.
